Plot summary
Narcotics have a hold on Kotha, a town on the Kerala-Tamil Nadu border, when Inspector Shahul Hassan is posted there in 1996. He traces the trade to Kannan, who runs the town and its casino, and he hears the name Raju, Kotha's ruler a decade before. In 1986 Raju is a gangster the people love, with Kannan and Tony in his gang and in the football team he runs, Winners Kotha. Raju loves Tara, and when Kannan wants the gang to deal in narcotics, Raju refuses: Tara's brother died of an overdose. Shahul, beaten by Kannan and his men, wants Raju brought back.
