Plot summary
Art Sneperger's gambling leaves him owing money to John Nardi, a captain in the Cleveland Mafia, and his childhood friend Danny Greene, a longshoreman, settles the debt by handing Nardi goods taken from the docks. The corrupt union boss Jerry Merke demands a cut of the profits and sends his enforcer Joe Buka after Danny, who beats Buka unconscious and throws Merke out of his office, then wins election as local union president. He improves conditions on the docks while still trading with Nardi, until a newspaper exposé reveals his corruption. The detective Joe Manditski, who knew Danny from childhood in Collinwood, makes the arrest. Facing prison without money, Danny bargains down the charges and agrees to inform for the FBI, and Nardi finds him work as an enforcer for the loan shark Shondor Birns.

- During filming, seven bullet holes were shot into one of the crew's trucks. On another day, as the cast and crew were leaving the set, a passer-by was shot in the neck outside a supermarket; the ambulance took thirty-five to forty-five minutes to arrive.
- Researching the real Danny Greene, producer Tommy Reid spoke with a nun who had helped raise him. She told him Greene was abandoned as a child and raised by a grandfather who worked nights, leaving him to walk the streets and go to school dirty.
- Producer Tommy Reid discovered that the script he had commissioned had been attached to a cover listing another screenwriter and producer's name. He says this was common in Hollywood, and claims to have spent over $1 million to ensure the film was made.
- Director Jonathan Hensleigh regularly contacted the author Rick Porrello, and they agreed not to use the real names of anyone who was still alive, "out of respect and sensitivity" towards them.

Rick Porrello felt uncomfortable raising one scene with Jonathan Hensleigh but did so anyway, telling him that "if you are going to kill a cop", it is "going to change the tone of the story". The scene, which included the murder of two police officers, stayed in the final cut.
