Plot summary
Close friends Michael Lee Platt and William Russell Matix both trained as army commandos and now run a tree-cutting business in Miami. Together they carry out a string of murders and bank robberies, and the pair's violence draws federal attention. During their robberies the two wear military clothing. Matix, a fundamentalist Christian, is also a suspect in the killing of his first wife in Ohio. When his second wife asks whether he is guilty, he tells her to go away, and she leaves with the children. A team of FBI agents under Benjamin Grogan, among them Jerry Dove and Gordon McNeill, is assigned to track down the two men.

- The film recreates the 1986 FBI Miami shootout, and Michael Gross said one real incident was left out: a woman drove through the middle of the gunfight, and when a neighbor told her they were shooting real bullets she replied that she couldn't wait because she was late for her tennis lesson.
- Michael Gross said the coroner found that both real gunmen took "non-survivable wounds, but kept right on going" in the shootout the film recreates.
