Plot summary
In Berlin, Hans Zeisig does a cabaret double act with Siegfried Meyer, impersonating Hitler and Stalin. Meyer is active in the Communist Party, and through him Zeisig meets Frida, a Dutch communist. As the Nazis tighten their grip, Zeisig refuses to perform a defamatory sketch, goes onstage dressed as Hitler and mocks him, and then leaves Germany on a forged passport, in a false beard and under another name. In Moscow he reaches the Hotel Lux, home to exiled German communists, where important talks are held with the water running to foil listening devices. Frida is there under a different name, holding a post in the exile party. Summoned to Stalin's residence, Zeisig is taken for Jan Hansen, Hitler's astrological advisor, and improvises horoscopes to keep up the deception.

- Hotel Lux spent more than four years in pre-production, with two screenwriters working on the script. Michael Herbig, the popular German comedian and director known as a perfectionist, demanded more changes before he would sign on, calling the first script versions too dramatic and too brutal.
- Michael Herbig only signed on to Hotel Lux once a lighter tone was reached, saying he could then finally relate to the character, a clueless comedian.
