Highwaymen (2004) on Netflix

Plot summary

Five years after a hit-and-run driver killed his wife, Rennie Cray crisscrosses the country in a stripped-down 1968 Plymouth Barracuda, hunting the man behind the wheel. That man is James Fargo, a wheelchair-bound killer who stalks women and kills them in car accidents. Cray immobilized Fargo himself and went to prison for several years for it. Fargo drives a 1972 Cadillac Eldorado fitted with mechanical innovations that make the car an extension of his body and mind, and Cray is looking for that car. A state traffic officer aids the search, as does a singer with plans of her own.
