Plot summary
Shido Shimazaki arrives at a Vancouver police station with word of a feud pitting his Hakushin Society against the Sons of the Dragons, a Chinese Triad he blames for ordering the murder of his son. Interpol's Netah says the Triad traces back to 108 Buddhist monks who rose against Manchu rule in China centuries earlier, and that its executioner is known as Freeman. Shimazaki reports that Emu O'Hara, home from San Francisco after watching the killing on the hill, is the next target, since the assassin's code makes whoever is given his name his next victim. Detective Forge is given the job of guarding her.

- Jason Scott Lee was wanted for the lead role of the brainwashed assassin, but a three-picture obligation to Universal Pictures stopped him committing to the film. Mark Dacascos lobbied for the part and became director Christophe Gans' actor of choice for his later films.
- Because Crying Freeman was independently financed, delays in receiving the budget cut the promised $15 million down to $9 million, which shortened the shooting schedule.
- The film's success let director Christophe Gans secure backing for a $45 million project about Captain Nemo and a live-action Patlabor film, though neither project was ultimately made.
