Plot summary
Harekaze II's crew receives visiting students from three maritime high schools, Kure, Maizuru and Sasebo, in Yokosuka, where a welcome festival has been arranged ahead of an inter-high tournament. Walking among the stalls their classmates set up, Akeno Misaki and Mashiro Munetani get to know Susan Reyes, a visitor from abroad. Instructor Kaoru Furushou brings up a recommendation from the crew of Hiei that Mashiro be promoted to captain, and the matter leaves both girls uneasy with each other. Blue Mermaids are told the following day that a floating water purification plant and a sea fortress have been taken by pirates who mean to use them as a mobile base at sea.
