Plot summary
Detectives Sean Carter and his brother David, with Detective Christine Egerton, work murders in which each victim is punished for breaking one of the Ten Commandments; the unknown killer is called the Preceptor. In Hell, Pinhead, who leads the Cenobites, and the Stygian Inquisition's Auditor talk over how to keep gathering souls now that human technology is making the Configurations, the doorways into Hell, useless. A link from one victim points the three of them toward Karl Watkins, a criminal who went missing near a derelict house. Sean goes there alone, loses consciousness and comes to inside the Inquisition's domain, where a verdict on his sins is being prepared. The angel Jophiel appears and demands that he be set free.

- Gary Tunnicliffe pitched his Hellraiser: Judgment idea to Dimension three times and was rejected each time; he wrote an alternate treatment, Enter Darkness, and when the studio approved it he still insisted on making Judgment, with Dimension's proviso that he would direct Enter Darkness unpaid if they disliked his script.
- Gary Tunnicliffe wanted Doug Bradley back as Pinhead, but Bradley refused, criticizing Dimension Films for the quality of the Hellraiser sequels; he declined again after Tunnicliffe pleaded, when he learned he would have to sign a non-disclosure agreement to obtain the screenplay.
- Judgment was scheduled for a 2017 release with minimal marketing but was temporarily shelved; according to Taylor, Dimension did not make it a priority until the sexual abuse allegations involving parent company co-founder Harvey Weinstein, when the film was put back into post production.
- The studio deemed some of Hellraiser: Judgment's sexual content and violence too extreme and removed it; Tunnicliffe said people "couldn't stomach" his original version and that he could have made the film ten to fifteen minutes longer with a more intense cut.
- Gary J. Tunnicliffe said it took "a mere 30 years" to go from a 19-year-old makeup-effects hopeful in rural Staffordshire to writing and directing a Hellraiser movie, while creating makeup effects for a whole bunch of them along the way.
- Taylor was invited to screen test as the Auditor, and after the test he was asked to audition as Pinhead in Los Angeles, an audition he thought he "nailed"; he was given months to prepare, including taking up smoking, unusual for him, to give his voice a gravelly quality.
- Hellraiser: Judgment was the first Hellraiser film to include Heaven in its mythology; Tunnicliffe took influence from The Scarlet Gospels, saying that a story acknowledging the existence of Hell has to acknowledge the existence of Heaven, and he enjoyed bringing in characters from works like Constantine and Prophecy.
