Plot summary
Traditional law enforcement has collapsed, and private bounty hunters known as C.O.P.S. now handle justice. John Tucker works as a Los Angeles bounty hunter, equipped with a metal arm piece that fires lasers, but years of corruption have left him bitter and hard-drinking. He is hired to protect reporter Marion Sims, who has uncovered proof of corruption and ineffectiveness inside C.O.P.S. A gang of renegade cops wants to silence her. Tucker accepts the job less for money than to see right defeat wrong. As he tries to keep Sims safe, other bounty hunters come after her. Aiding them is Billy, a computer genius who uses a wheelchair.
