Plot summary
London, Christmas Eve 1851: the Doctor steps out of the TARDIS and hears a woman calling his name. She keeps shouting until another man answers to it, a newcomer who claims to be the Doctor and introduces Rosita as his companion. This second Doctor carries a balloon he calls his TARDIS and admits he has lost his memory. Together they try and fail to catch a Cybershade, then search the house of a murdered vicar, where they find Cyberman data devices called infostamps. The man remembers holding one of these on the night his memory went. Across the city, the workhouse matron Mercy Hartigan and the Cybermen are collecting children to serve as a labor force.

After production ended, Russell T Davies conceived an alternate ending in which Miss Hartigan "should have destroyed the Cybermen when she screamed", redeeming herself by making the CyberKing disappear instead of the broadcast version's "silly Dalek continuum dimension vault". Julie Gardner called it a "marvelous" ending, and Davies said he "can't bear" that a better one existed.- Hartigan's original CyberKing crown was dismissed as "a Cyberman's head on Dervla Kirwan" and drew "Oh my lord, no" from Russell T Davies, so the production team worked hard and produced the final, "beautiful" headpiece in two days.
- Millennium FX's Neil Gorton first reworked the Cyberman design into a copper-finished, riveted Cybershade, but Russell T Davies rejected it and sketched his own "angular and blocky" version, which Gorton turned into a fibreglass mask worn over the actors' heads.
- Filming took place in April 2008 at Gloucester Cathedral, St Woolos Cemetery in Newport and the streets of Gloucester, where up to 1,000 onlookers hampered the shoot.
