Plot summary
Theo comes from the Arctic to New York City, sent by his elders with a warning for the people of the world: turn from destructive ways or be destroyed by them. He is searching for the southern world's elders, whom he believes can save his people. On the street he meets Chloe by chance. She is homeless, lives by her wits, and has found nothing to believe in. Inspired by Theo's errand, she takes up his cause. Monica, a lawyer, offers the pair her help, and the three set out to bring Theo's message before the United Nations.

- The United Nations building in Manhattan had agreed to let the film shoot inside because long-awaited refurbishment was about to begin, but the producer failed to confirm the booking, so the crew arrived to find the date unsecured. Because of this and other production failures, only two-thirds of the whole script was ever committed to film.
- Ezna Sands left the project before pickups or full post-production, and the producer then recut, posted and mixed the film to their own satisfaction, leaving Sands' version of an already incomplete film on the cutting room floor. Sands did not attend any screenings and, according to a 2023 podcast, had yet to see the finished film.
- Cinematographer Luke Geissbuhler said the production was under continuous pressure from an inexperienced producer, and that many of the locations scheduled for the shoot were poorly managed or canceled outright, sometimes on the very day they were due to be filmed.
- Chloe and Theo was the last film featuring Larry King as an actor, the one he completed before his death in January 2021.
