Plot summary
Al Kruger runs a rackets organization, and Johnny Blake has spent his career as a New York City detective cracking down on men like him. When Dan McLaren is made police commissioner, Blake punches him in public, and the display convinces Kruger that Blake wants a place in the mob. Kruger hires him for new ideas about getting around the law and expanding his empire. Blake gains Kruger's trust and climbs the ranks of the organization, to the distaste of Bugs Fenner, who is convinced Blake works for the police. Blake's girlfriend, Lee Morgan, runs a small numbers racket of her own, and he proposes the mob take it over.
