Plot summary
Kensuke Sonomura directs the legendary Hitoshi Ozawa in this ultimate V-Cinema actioner. Kaiko City is plagued with poverty and crime. When a corrupt businessman decides to run for mayor and starts eliminating opponents from the rival mafia, a former police captain serving time for murder is secretly released and put in charge of a special task force to arrest him.

- While rehearsing the sword-fight choreography for the film, actress Akane Sakanoe was hurt and taken away by ambulance; the injury turned out to be only a dislocation, so she taped it up and went on to shoot her action scenes.
- Star Hitoshi Ozawa trained hard to build a powerful physique for the film and takes on more than 100 enemies with no CG and no stunt doubles, fighting Yoshiyuki Yamaguchi to the death in the climax.
- Roughly 70 percent of the film was shot in Fukuoka Prefecture, including Fukuoka City and Kitakyushu, and about half of it in Nakama City after mayor Kenji Fukuda gave the production his full support; local residents appeared as extras.
