Plot summary
Mick O'Brien is a sixteen-year-old from Chicago who snatches purses, shoplifts and fights, and wants to graduate to bigger crimes. He tries to rob Paco Moreno, his Puerto Rican rival, and the scheme collapses, sending Mick to Rainford Juvenile Correctional Facility. There, most of the staff have settled into the role of zookeepers, with one exception: Ramon Herrera, a former gang member who talks hard to the inmates but believes that some of them, Mick included, can change. Mick's cellmate is Barry Horowitz, a small, clever Jewish boy who firebombed a bowling alley. Their block is dominated by two brawny sadists, Viking Lofgren and Tweety Jerome, who dislike Mick on sight. Mick takes their abuse at first, then decides he will not be intimidated.

- Matt Dillon wanted the lead role of Mick O'Brien in Bad Boys, but director Rick Rosenthal was reluctant because Dillon had already played that kind of part in My Bodyguard. Rosenthal cast Sean Penn, then 22, instead.
- While filming the escape scene of Bad Boys, star Sean Penn broke an ankle, a mishap that halted shooting on the film for three months.
- Tom Cruise auditioned for Bad Boys and director Rick Rosenthal called him "phenomenal," but could not see someone with his looks coming "from the streets".
