Plot summary
A Texas filmmaker spends three and a half years building the case that the Drug War has failed, and that it has become among the longest and most costly periods in American history. The inquiry began after four family members died from what are called legal drugs. Its sections show 62 people, among them former agents of the DEA and the CIA, narcotics officers, judges, gang members, politicians, prisoners and celebrities. Cocaine trafficking by the CIA and the Contras receives lengthy treatment. Freeway Ricky Ross, the man many accuse of starting the crack epidemic, becomes a central figure in the account.
