Plot summary
Sean Vetter and Demetrius Hicks grew up in Los Angeles together and turned from gang life to work as DEA agents. For seven years they have pursued Memo Lucero, a Colombian who runs a cartel reaching from northern Mexico into southern California, under their supervisor Ty Frost. A raid in Tijuana puts Lucero in an American prison, and the DEA declares the cartel finished. His operations instead pass to forces working for an unknown figure called El Diablo. At a party at the Vetters' beachside home celebrating the arrest, assassins shoot Sean and his wife Stacy in their bed. Sean recovers; Stacy does not. Believing Diablo ordered the killing, Sean wants the people responsible, and with Hicks he begins working up the chain of Diablo's dealers.

- The film was called Diablo until the video game company Blizzard Entertainment sued New Line Cinema in 2001 for trademark infringement over its Diablo role-playing franchise. A court first ruled for Blizzard, the decision was reversed on appeal, and New Line changed the title anyway.
- F. Gary Gray never finished the picture. He told Deadline in 2015 that the last five minutes were directed by somebody else because he had already moved on to The Italian Job, and he called the experience a really rough one.
