Plot summary
Ben Harris, an American who works as a mining engineer, is on the Cornish coast when he finds a body on the beach. At the hotel he meets Jill Tregillis, the hotelier's daughter, and Harold Tufnell-Jones, an artist who keeps a chicken named Herbert. That night gill men carry Jill off. Ben and Harold take a hidden door into the caves beneath the house, and a pool drags them down to a city on the ocean floor. An ancient race built that city, and its survivors are the gill men. Smugglers led by a cruel Captain sheltered there in 1803 and have not aged since, kept young by the air they breathe. The Captain holds the newcomers while the volcano that powers the city turns unstable.

- Charles Bennett wrote the original script but the studio AIP would not pay his fare to Britain to work on it, so Louis M. Heyward rewrote it there instead. Bennett hated the changes and called the finished film "the worst thing I was ever involved in."
