Plot summary
In 2067 the U.N. bans further research into robotics, and Japan, home to the robotics firm Daiwa Heavy Industries, protests and withdraws from international politics. Foreigners are deported, and the R.A.C.E. network, 270 offshore installations, cuts Japan off from all communication and satellite surveillance. Ten years later, the special warfare unit SWORD trails Saito, a Japanese informant, in Colorado; he escapes by cutting off his own leg, which proves to be made of bio-metal. SWORD sends agents into Japan to find the frequency of the R.A.C.E. field. The team is detected; only Vexille escapes capture, and Leon is taken to Daiwa's headquarters. Vexille wakes without her armor to find Tokyo reduced to a shanty town under Daiwa's rule.
