True Bloodthirst (2012) on Netflix

Plot summary

In a near future, a synthetic blood substitute makes it possible for humans and vampires to share the same cities. The substitute comes from an independent pharmaceutical company and is endorsed by the Romanian government. The arrangement fails to settle, social unrest builds, the vampires are relocated into a district of their own, and tension with the human population rises. Then a series of gruesome murders claims victims from both groups. The government agency charged with human and vampire rights and laws brings in a well-known band of vampire hunters, working with them to identify and track down whoever is behind the killings. The hunters reluctantly team up with members of the vampire elite to understand the killers and how to deal with them.
