Plot summary
Five years after a transfer of Korean criminals from the Philippines ended in a bomb blast, a second group is shipped home by cargo ship. Detectives walk the prisoners aboard, and Busan's vessel tracking service follows the voyage. Onboard, the officers in charge, Lee Seok-woo among them, face the convicts, and a clash with Lee Do-il, a tattooed criminal, escalates into a beating. Below deck, Lee Seok-woo delivers syringes and medical equipment to two men watching over a prisoner in a jumpsuit fitted with a breathing apparatus, then sedates him. As the ship sails, Lee Do-il's gang picks the locks on their handcuffs, and the escape becomes a bloody riot.
