Plot summary
Testimony from public health officials and investigative reporting trace the first months of COVID-19 in the United States, when the federal government failed to bring the virus under control. The accounts describe the response from inside the government, and the American effort is placed beside South Korea's handling of the same outbreak. Because the pandemic ruled out ordinary filming, some of those interviewed recorded themselves with a camera and microphone sent to them, which the crew could see and control over the internet, while other interviews were held with the interviewee on one side of a plastic shower curtain.

- Because the pandemic made filming difficult, cinematographer Ben Bloodwell built a kit called "COVID-cam": a DSLR camera and microphone mailed to subjects to record themselves, which once connected to the Internet let him watch the image and adjust the camera settings remotely.
- Gibney decided to make the film in April after a friend of his died from COVID-19 and another friend was on a ventilator, feeling the United States government had failed to contain and control the virus.
- For some interviewees, the crew rented an Airbnb and split the room with a plastic shower curtain, leaving the interviewee on one side and the crew on the other.
