Plot summary
Ben "Hardball" Cutter, who served in the U.S. Army Special Forces and now does consulting work for the National Security Council, is called back to duty by "Top" Drummond, the officer he once served under. The assignment is to give quiet armed backup to a United Nations Blue Berets unit during Operation Shamrock, a peacekeeping deployment in the Serbian town of Trebor. Cutter clashes with Colonel Dermot Roarke of the Royal Marines, who leads the unit. He takes the job even though it strains his ties with Lorrie, the woman he has long been with, and with Mary Kate, his daughter, and he leaves a will with Drummond in case he is killed. Vince Dean, codename "Cobra," the son of the partner Cutter lost on the battlefield, is seconded alongside him.

- John C. Strong was announced as director of The Ultimate Weapon until days before filming, the film having been promoted with him at the helm at Cannes in May 1997. Jon Cassar, who had just directed Hulk Hogan in the TV film Assault on Devil's Island, got the credit instead, while Strong received only a presenter credit.
- Hulk Hogan was given a brush cut for The Ultimate Weapon, as his natural balding look was apparently deemed unfit for an action hero. It came during a brief period when he took harder edged roles than his usual family fare.
- Although The Ultimate Weapon is set in Serbia and the Eastern United States, it was filmed in the Canadian province of Quebec, with local actors Carl Marotte and Daniel Pilon in major supporting roles.
