Plot summary
In a drought, the New South Wales government plans to recycle water held in abandoned railway tunnels beneath Sydney, then cancels the plan without explanation. Rumors spread that homeless people sheltering in the tunnels have gone missing. Journalist Natasha Warner, hoping to revive a difficult career, suspects a cover-up and recruits producer Peter Ferguson, camera operator Steve Miller and audio engineer Jim 'Tangles' Williams. They interview Trevor Jones, a homeless man who once stayed in the tunnels; asked whether something happened to him or his friends there, he breaks down and says nothing. Without telling their boss, the crew enters the tunnels, finds another way in after a security guard turns them away, and discovers squats, old air raid shelters, and passages their map does not cover.
