Plot summary
Don Camillo is the parish priest of Brescello, a small town in the Po Valley, and Giuseppe 'Peppone' Bottazzi is its Communist mayor. The two have clashed before, and at Peppone's request the bishop sends Don Camillo into exile in a remote mountain parish. Peppone assumes the town is now his alone to run, but the citizens of Brescello want their parish priest back. Meanwhile a flood threatens Brescello and the surrounding countryside. The municipality resolves to build a dike, but the owner of the land refuses to give it up, and the town divides. Perhaps only Don Camillo can move the landowner.
