Plot summary

In the 1970s, South Korea sits under the near-absolute control of President Park, who commands the KCIA above every other branch of government. Kim Gyu-pyeong runs the agency as its director and stands close to the center of power, but his position is challenged by Kwak Sang-cheol, the president's security chief. Park Yong-gak, a former KCIA director, lives in exile and testifies before a United States Senate committee about the government's hidden and illegal operations. His testimony opens the Koreagate investigation. President Park sends Kim to Washington to stop Park Yong-gak from publishing a manuscript. The two men meet, and Park Yong-gak surrenders the manuscript while hinting that the president is funded through offshore Swiss accounts. Kim returns to South Korea, where political rivalries deepen.
