Plot summary
Brodny is run by a Mayor whose relatives hold every office and share in the tax money they take from the townspeople. Word arrives that Napoleon Bonaparte has sent an Inspector General to stamp out corruption, and that the man travels under a disguise. Georgi, who cannot read and travels with a band of Gypsies, is driven off by their leader Yakov after he tells villagers the elixir is worthless. Tired and hungry, he walks into Brodny, is caught eating from a horse's feedbag, and is jailed as a horse thief. The corrupt officials decide he must be the expected Inspector. They flatter him and scheme to hurry him out of town, while Yakov reappears and offers himself as the visitor's advisor.
