Plot summary
Katniss Everdeen and Peeta Mellark come home to District 12 as champions of the 74th Hunger Games, and Katniss keeps her distance from Peeta after what they lived through. President Snow tells her that her defiance in the arena has set off revolts across Panem, and that she and Peeta must spend the Victory Tour convincing the districts that they survived out of love for each other, not out of rebellion. If she fails, he says, District 12 and everyone she loves will pay. Their speeches do not quiet the unrest. After the tour, Capitol Peacekeepers beat civilians in District 12, and Gale Hawthorne is publicly whipped for stepping in.

- Michael Arndt was confirmed as the new writer of The Hunger Games: Catching Fire on May 24, 2012, and was paid $400,000 a week for re-writing the script.

Alan Ritchson originally shot Gloss's death as Katniss putting an arrow through his face after he slit Wiress's throat, but in post-production the filmmakers found it "too gruesome" and re-edited the arrow to strike his chest.- Gary Ross, director of The Hunger Games, chose not to return for Catching Fire because he lacked time to direct and write it in the three and a half months after the first film's release, and moved on to direct Free State of Jones.
- Lynn Cohen was cast as Mags in August 2012, but Melissa Leo had been considered for the role and later said she was disappointed not to get it.
- Grant Gustin auditioned for Finnick Odair and Garrett Hedlund was offered the part but passed because he was working on On the Road; Taylor Kitsch and Armie Hammer were reported frontrunners.
