Emperor Yongzheng founded the Guillotines to kill anyone who threatened his rule. Under Emperor Qianlong, who embraces Western ideas and technology, the squad is turned on the conquered Han Chinese. Its leader, Leng, and six young warriors, Musen, Houjia Shisan, Chen Tai, Hutu, Su and Buka, have completed 348 missions without failure. Their 349th target is Wolf, a Han rebel who leads a group called the Herders. Leng captures him alive, and Wolf tells Leng he is destined to kill him, though not here and not now. Wolf's gang ambushes his execution parade, and in the fighting Wolf escapes with Musen as his hostage, hoping to trade her for a captured Herder.
