Plot summary
Jeff Sutton lands in Rio, where he is said to be carrying ten million dollars in stolen money. A hotel manicurist named Lesley takes an interest in him, and so do the men of a crime lord who wants the same fortune. When the two try to leave the city they are separated: Lesley is seized, while Sutton boards a plane whose only other passengers are armed women in uniform. He wakes in Femina, the secret city ruled by Sumuru, who is assembling a force of women and paying for a campaign of world conquest with money taken from corrupt men. Among her prisoners Sutton recognizes Ulla Rossini, a wealthy woman who refused to join her army.
