Plot summary
The Chicago newspapers call Louie Ricarno the Napoleon of the underworld. Every gang in the city pays him a cut, and he sets territorial boundaries, covers losses and punishes rule-breakers with deadly force. That brings peace to the streets and large profits to everyone involved. Rocco is not satisfied; he wants the top position for himself. Pat O'Grady, an honest police chief, remembers Louie as an orphaned street kid. Louie keeps his younger brother Jackie at a military boarding school in another city, where the boy is proud of him and knows nothing of the business. Louie meets Doris and falls in love, and he decides to leave the rackets while things are going well.
