Plot summary
Eddie Bartlett, George Hally, and Lloyd Hart share a foxhole in the last days of World War I. Back home, Lloyd opens a law practice, George turns to bootlegging, and Eddie, unable to find work, drives a cab. A package of liquor he delivers without knowing what it holds gets him arrested, and Panama Smith, who runs a speakeasy, pays his fine and takes him into the bootlegging business. Eddie's cabs carry his liquor, and he hires Lloyd to handle his legal troubles. He seeks out Jean Sherman, his wartime correspondent, and gets her a singing job at Panama's club; he gives her an engagement ring to hold until he has saved enough to quit the rackets.

- The Roaring Twenties was the last of three films that James Cagney and Humphrey Bogart made together, after Angels with Dirty Faces (1938) and The Oklahoma Kid (1939).
- Gladys George won the role of Panama Smith only after a chain of replacements: she took over from Ann Sheridan, who had replaced Lee Patrick, who had replaced Glenda Farrell.
