Plot summary
David Young once served as town marshal of Cokeville, Wyoming. In May 1986 he comes back with his second wife, Doris, and his daughter from an earlier marriage, Penny, to take the elementary school and destroy it. Some of those with him back out. Young and Doris crowd 136 students and 18 teachers into Room 4, where he reveals a device strapped to his wrist and says it will explode if he lets go of the switch. He has the principal telephone the authorities with a demand of two million dollars for every child. Deputy Ron Hartley has been wondering whether a just God permits the cruelty he meets in his work; hearing of the siege, he drives toward the school.

Out of the 154 adults and children, none of them died in the confined room explosion; the only two fatalities were the bomber and his wife.- Cokeville was a predominantly Mormon town, but the director chose to make the religious faith in the movie nondenominational instead of tying it to that church.
