Plot summary
Ezekiel Cobb grew up in China with his missionary father and travels to the United States to find a wife. In the city of Stockport, the corrupt political machine led by Jake Mayo needs a candidate for mayor. Mayo and his allies choose Cobb as a phony reformer, expecting to control him once he is in office. Cobb surprises them by treating the campaign as a real job. He quotes the Chinese poet Li Po, whose name is pronounced Ling Po in the story, and sets out to clean up Stockport's government. Local girl Petunia Pratt backs his campaign against the machine.

- Harold Lloyd read Clarence Budington Kelland's novel The Cat's Paw when it ran in the Saturday Evening Post in 1933 and bought the film rights to it for $25,000.
- In the film, a close-up shows the cover of the book given to the young Ezekiel Cobb, Ling Po's 靈普哲學心理論述 (A Treatise on Philosophy and Psychology by Ling Pu), but the page seen open in a later close-up is from the Analects of Confucius.
