Plot summary
Shing runs black market gold through a commercial fishing business, and Inspector Sai Gau has set his mind on catching him, though the arrest keeps slipping away. Shing grew up an orphan until Guo, the head of the smuggling operation, took him in. Guo's health is failing, and he asks Shing to look after his son and heir, Shawn Yuen, who is brash and has little experience. Shawn Yuen resents taking orders from Shing. Word reaches Sai Gau that Shing is bound for a vault of gold lying underwater, and the inspector sets out on the open water after him.
