The Assignment (1997) on Netflix

Plot summary

In 1974, Carlos the Jackal sets off a grenade in a Paris cafe, where the CIA's Henry Fields is seated at a table. Fields has chased him for years. In 1986, Mossad commander Amos has a US Navy lieutenant commander, Annibal Ramirez, picked up in Jerusalem and questioned as Carlos; Ramirez is on shore leave and merely looks like the terrorist. Fields, now calling himself Jack Shaw, asks Ramirez to impersonate Carlos and discredit him with the KGB, the backers of his attacks. Ramirez refuses at first. Shaw keeps pressing and takes him to a naval hospital to see a boy crippled by a Carlos bomb. At a former prison in Canada, Amos and Shaw train Ramirez to think and behave as Carlos.
