Plot summary
The DEA loses three of its agents to the crime boss Mr. Li. Its answer is to bring in Tyler Wilson, a New York cop who is also a martial arts expert. He is sent to Toronto on an undercover assignment and teams up with Michael Reed, a Canadian vice cop. Their task is to get inside Li's gang, and their way in is a martial arts tournament where Li recruits fighters. Preparing for it, the two train with Master Pan, who teaches them the eagle claw style. Pan's son was killed by Li, and revenge is why he agrees to teach them.
