Plot summary
Ned, mildly brain damaged at birth, lives with his mother Rose and his stepfather Bob and works as a janitor at a casino. He tries again and again to join the Marines and is turned down each time. Jenkins, a sergeant, tells him about a secret unit called the Sun Dogs that watches for Al-Qaeda cells, and Ned, wanting to save lives, believes every word and hands out cards describing himself as a Marine special operative. He encourages Rose to follow her dream of becoming an EMT in New York. At the casino he meets Tally, who takes him for a Marine; she helps him investigate his boss, filming their stakeouts and sending the footage to Jenkins as evidence.
