Plot summary
In 1999, Dr. Ron Young and his assistant Dr. Brian Newmeyer fly a small plane that tows a generator, hoping to shift a storm's course. The test works, but Young loses his flight license over an airspace violation that nearly caused an accident, and the pair are fired. Tom Holt, who knows their research, offers jobs at Zephyr Weather Dynamics in Los Angeles. Young takes one; Newmeyer does not. At Zephyr, Young meets General James Roberts, who has revived a weather control program and intends to steer growing storms as a weapon. Meteorologist Dr. Daniel Platt and pilot Major Tanya Goodman are on the team. Young's ex, Andrea McIntyre, reports on weather in Los Angeles.
