Starry Night (1999) on Netflix

Plot summary

The painter Vincent Van Gogh has been dead a long time when a strange potion revives him, and he opens his eyes in the middle of the Rose Bowl Parade. Nobody there accepts that he is the man he claims to be, and he is startled to learn that his canvases are now worth a fortune. Collectors own his paintings, and he sets out to take them back, a campaign that puts Detective Brook Murphy on his trail. He also meets an attorney who chases ambulances and a young artist, and the two of them slowly begin to believe his claims about who he is.
