Plot summary
A secretive Agency sends two of its assassins to the Algonquin, an unfinished skyscraper, to shoot a target from a top floor. The sniper is Waxman, a Special Forces veteran, and the spotter is Clegg, and the two recognize each other on arrival from an earlier mission that went wrong, when Waxman hesitated as the target lifted a child and the position came under attack from the air. Below them the site's security staff, among them O'Hara and a new guard, Klein, go about their rounds; one of them climbs toward the roof, and Clegg turns him back to the lift. She and Waxman keep up the pretense that the job is only business.
