Plot summary
In late 1993, the United Nations sends Canadian Lieutenant General Roméo Dallaire to Rwanda to command its assistance mission, UNAMIR, and to hold a ceasefire in place. The force he receives is underfunded, weighed down by bureaucracy, and pieced together from military units supplied by dozens of countries, each with its own arrangements. When the killing of Tutsis by Hutus begins in 1994, Dallaire tries to protect the people of Rwanda, opening negotiations with the Tutsi rebels, with the Hutu army and with the Interhamwe militia. He presses his superiors for the means to act, meets indifference, and watches Western governments hold back support, with the United States opposing help in the Security Council.
