Plot summary

Sundar Ramasamy has built a reputation as a corporate monster through his ruthless business dealings in the United States. Companies in Chennai fear his arrival, but his reason for coming is to vote in the Tamil Nadu Legislative Assembly election. He finds that a vote was recorded under his name before he reached the polling station. He asks the Tamil Nadu State Election Commission for a stay on the result in his constituency, the cancellation of the fraudulent vote and the right to cast his own, and the commission accepts his plea.

In October 2018, writer Varun Rajendran accused A. R. Murugadoss of plagiarising his story Sengol, registered with the South Indian Film Writers Association in 2007. After the association's head K. Bhagyaraj ruled Sarkar's script unoriginal, a court-brokered agreement had the director admit the stories were the same, with Sun Pictures agreeing to thank Rajendran and pay compensation.
The Tamil Nadu government accused the filmmakers and Vijay of defaming former chief minister J. Jayalalithaa by giving the main antagonist her alleged original name Komalavalli; AIADMK party cadres protested at theatres showing the film and vandalised Vijay's banners.
After the film's success, the Election Commission of India created awareness of Section 49P of the Conduct of Elections Rules, 1961, which allows a voter to get their ballot back and vote if someone else has already voted in that person's name.
Nayanthara was reported in talks to play the female lead of Sarkar; Keerthy Suresh was signed instead, marking her second pairing with Vijay after Bairavaa (2017).
At the film's audio launch, the audience were for the first time given the privilege of launching the music album themselves online, through the production company's website.
