Plot summary
Vijay Prakash serves as an inspector in the Tamil Nadu Police, carrying the disgrace that fell on his family thirty-two years ago when his father, the former RAW agent Chandra Bose, was declared a national traitor. A sympathetic officer, Paavadaisaami, raised him after that. Vijay is courting Shalini, an advocate and his childhood friend. Shalini represents Sameera Thomas, who has gone to court over One India One Pipeline, a scheme run by a private water company owned by the National Security Advisor, Maharaj Rathore, to command the country's drinking water. The court dismisses her petition, and soon afterward a classified file listing RAW agents of the 1980s disappears from a vault at Rajaji Bhavan. Vijay sets out to find Sameera, with help from her son, Timmy.

- For the agent half of Karthi's dual role, the actor was seen in around 15 different makeovers. Director P. S. Mithran said every makeover had a purpose: the character is a theatre actor who can play several characters in a single play.
- Simran was signed for an important role in Sardar but opted out in March 2022 because of scheduling conflicts. Laila took the part that same month, returning to films after a 16-year hiatus.
- Filming on Sardar began on 26 April 2021 in Chennai and halted after just two days, when the second wave of the COVID-19 pandemic hit India.
