Plot summary
After ridding the seas of the pirate Lo, Dragon Ma is transferred to command the police station in Sai Wan. The gangster Tiger Ow runs gambling dens and other illegal businesses in the district, and the station's officers, all but one, take bribes. With the only upright policeman, Ho, and three men he brought from the Marine Police, Dragon moves against Ow's operations. He also meets the anti-Manchu revolutionaries through Yesan and her cousin Carina. Superintendent Chun's record is excellent, though the criminals he engages are shot and killed, so no evidence is left against him. Agents of the Empress Dowager are after the revolutionaries as well.

Did you know?!Facts and trivia about Project A: Part II (1987)
Can contain spoilers, watch the movie first.
- Three of the film's set-pieces were borrowed from elsewhere: the scene in Maggie Cheung's house is an homage to the Marx Brothers' 1935 A Night at the Opera, the falling-wall stunt Chan survives because he stands where the window lands comes from Buster Keaton's Steamboat Bill, Jr., and the handcuff sequence was inspired by a 60 Minutes segment.
- Sammo Hung and Yuen Biao did not appear in the Project A sequel because they were shooting the film Eastern Condors (1987).
