Plot summary
Joseph comes back to Manchester from the Duke of Wellington's army to a close-knit family, headed by Joshua and Nellie, that earns its living in a cotton mill. A depression has left little work, and the household backs the campaign against the Corn Laws and the demand for a vote for all men. Local magistrates, among them Colonel Fletcher and Deputy Chief Constable Nadin, watch the activists and look for a pretext to arrest them, and Lord Sidmouth, the Home Secretary, moves against radical politics. Samuel Bamford hears Henry Hunt speak in London and helps arrange for him to address a mass gathering at St Peter's Fields, a plan the Home Office learns of by intercepting a letter. Crowds prepare to walk in from the surrounding towns.

- Much of Peterloo's dialogue is in traditional Lancashire dialect, achieved by the director's use of the book The Dialects of South Lancashire, written by Samuel Bamford, the reformer who is portrayed in the film.
- Peterloo's UK premiere, held at HOME in Manchester as part of the BFI London Film Festival, was the first time that festival had staged a premiere outside London; Mike Leigh said he was delighted it premiered where the massacre happened.
- For the film's central event, armed government militias charged a peaceful crowd that had gathered in St Peter's Fields to demand parliamentary reform; as many as 18 people were killed and up to 700 wounded.
- The interior of the Tarred Yarn Store in Plymouth, Devon, and the exterior of the Ropery at the Chatham Historic Dockyard in Kent were used to double as a cotton mill in Manchester.
