Plot summary
In a Korean fishing village, a restaurant tank holds a group of farm fish: Bream, Nollaemi, the sleepy sea bass Bar, the eel Jooldom and the young greenling Spotty. An old flatfish they call the Master hides under a grate and teaches them to play dead whenever humans approach, and the fish live on dead and dying fish dropped in for them. Each night the Master poses riddles. Then a wild mackerel is pulled from the ocean and put in with them, and when she watches a second mackerel made into food she is set on getting out. Her leap from the tank fails, and the farm fish nickname her Padak, or Flappy. She begins to argue that the tank can be escaped.

SPOILER
A scene was planned for after the Master escaped into the sea in which Jooldom, Nollaemi, Bream and Bar would establish a new cult like the one the Master once had, once more fish were dropped into their tank. It was cut from Padak because of time constraints.- A personal song written for the Master, to be sung while he was on the chopping block, was cut from Padak for being unfitting in the narrative, just like the opening song. It can be seen on the channel and is on the film's official soundtrack, Padak Wild, produced by Yona.
- Padak was originally intended to be in 2D because the director believed 3D could not get the facial features right. Making it in 2D would have taken too long, so he switched to 3D animation, which he realized could get the desired results.
- Many completed scenes were cut from Padak, among them an opening song sung by Padak in her original school and the scene showing how she was caught.
