No Retreat, No Surrender 3: Blood Brothers (1990) on Netflix

Plot summary

Casey Alexander, a CIA agent, frees the hostages in a bank siege and is shot in the arm. His father John, a retired agent, hears that his name is on a hit list and refuses the protection the agency offers him. At John's sixty-fifth birthday, Casey turns up before his brother Will, a martial arts teacher whose jean jacket carries the Soviet flag, and the two quarrel about Casey's secrecy and his money. Men in black overpower John that night, and one of them, avenging a son lost in an old mission, kills him. Will and Casey find the body, and Casey vows to learn who gave the order while the CIA director keeps the case from him.
