Night of the Juggler (1980) on Netflix

Plot summary

Gus Soltic holds a grudge against a wealthy real estate developer, whom he blames for the decay of the South Bronx neighborhood where he grew up. Meaning to take that man's child, he abducts Kathy Boyd instead and demands a ransom for her safe return, threatening to kill anyone, the girl included, if his terms are refused. Kathy's father, Sean Boyd, a former police officer, goes after the kidnapper himself. His hunt brings him into conflict with the police and with a corrupt former colleague who wants revenge on him. Maria, a young clerk at the city dog pound who knows the streets, joins him in the search.
