Plot summary
Steve Guibord represents Prescott-Makadewà-Rapides-aux-Outardes, a sprawling riding in northern Quebec, as an independent Member of Parliament. When Canada's Parliament divides over going to war in the Middle East, his becomes the deciding vote. Rather than settle the matter straight away, Guibord tours the riding to take the measure of the people he represents. His wife and daughter come along, and so does Souverain Pascal, a Haitian intern who documents the trip and telephones his mother with updates. Lobby groups and the Prime Minister inflame the argument as the tour continues, and Guibord must weigh what he hears against his own conscience.
