Plot summary
At the 1972 Summer Olympics in Munich, the Palestinian militant group Black September takes eleven members of the Israeli Olympic team hostage and kills them. In response, the Israeli government organizes a covert team to track down and kill eleven Palestinians it considers responsible. Avner Kaufman, a Mossad agent, is chosen to lead the mission. To give the government plausible deniability, he resigns from Mossad and works with no official ties to Israel, reporting to his handler Ephraim. Four Jewish volunteers from around the world join him: Steve, a South African driver; Robert, a Belgian toy-maker who builds explosives; Carl, a former Israeli soldier; and Hans, a Frankfurt antique dealer who forges documents. A French informant named Louis supplies information about the targets.

- The Israeli-American actor Guri Weinberg plays his own father in the film, the wrestling coach Moshe Weinberg; the younger Weinberg was only one month old when his father was killed.
- Abdel Wael Zwaiter, a translator at the Libyan Embassy in Rome, was shot eleven times in the lobby of his apartment forty-one days after Munich, one bullet for each of the victims of the massacre.
- The Zionist Organization of America called for a boycott of the film on 27 December 2005, criticizing its factual basis and describing the screenwriter Tony Kushner as an Israel-hater, and it also attacked the Anti-Defamation League's national director, Abraham Foxman, for supporting the film.
SPOILER
The real assassination campaign did not end because the agents lost their nerve, as the film has it, but because of the Lillehammer affair, in which an innocent Moroccan waiter was killed. The film never mentions that episode.
